It could be possible to add an option to be able to add links and icons for each link, to create a mini menu for the user, being able to add more options than the ones that are standard and cannot be changed.
topic index block
There could be an extra option to add a special block that filters topics only from the user, determined by their ID.
In this case I would put all the forums where I want the topics and show only the topics from these forums created by the specific user.
